Cabo Verde’s bold ambition to become a leading digital hub in Africa is gaining global attention with the inauguration of TechPark CV, a high-tech innovation complex backed by the African Development Bank Group (AfDB).

Unveiled on May 5 by Cabo Verde’s Prime Minister Ulisses Correia e Silva and AfDB President Dr. Akinwumi Adesina, TechPark CV is a landmark in the archipelago’s digital transformation strategy. With world-class infrastructure, a growing pool of young professionals, and a thriving ecosystem of tech companies, the park is already being hailed as a model for digital development in small island nations.

“This is not just a tech park—it’s a vision realised,” said Prime Minister Correia e Silva in an emailed statement. “We aim to position Cabo Verde as a digital island for the world, exporting top-tier services and generating quality jobs. TechPark CV is at the heart of that mission.”

The €51.85 million project, primarily financed by the AfDB with €45.5 million in support, has transitioned from concept to capacity in just 18 months. Since launching operations in November 2023, TechPark CV has reached full occupancy, hosting 23 companies from seven countries and employing 311 professionals across its Praia and Mindelo campuses.

Facilities at the park include a data centre, disaster recovery site, business centre, incubation centre, Civic Event Centre, and training and qualification centre. Operating as a special economic zone, the park offers tax exemptions on technology imports and corporate income, attracting global firms and local startups alike.

Dr Adesina praised Cabo Verde’s leadership and resilience in defying skeptics. “Some called this project a white elephant. Today, it’s charging full speed ahead,” he declared. “This park is not only transforming Cabo Verde but positioning it as a digital gateway to West Africa.”

In recognition of his decade-long leadership and contributions, Adesina was awarded Cabo Verde’s highest public service medal during the inauguration ceremony.

The impact of TechPark CV is already measurable. Training programs have grown from six in 2023 to 50 in early 2025, reaching nearly 2,800 individuals in fields such as artificial intelligence, cybersecurity, and software development. Revenue from the park has skyrocketed by over 4,300% since launch.

The African Development Bank remains Cabo Verde’s largest ICT development partner, with over $57 million invested in the two-phase project. The initiative aligns with AfDB’s Digital Transformation Action Plan, which emphasises inclusive infrastructure, digital entrepreneurship, and sector-wide adoption of technology across Africa.

The inauguration kicked off a three-day program of panels, workshops, and a startup pitch competition, further cementing Cabo Verde’s role as a rising force in Africa’s digital future.
